NEW BUSINESS
172 Manchaug Road

The Public Hearing was opened at 7:15 pm.  M. Briggs read the hearing notice as it appeared in the Millbury Sutton Chronicle.
The project consists of a repair to an existing stone retaining wall along Manchaug Pond. All work shall be performed while the water elevation has been lowered.  All work will be on dry land, no work will be performed within the water.

        N. Gamache reviewed the hay bale line, which is five feet off from the work area, (shown in the water on the plans).  The stones in the wall would be removed and the wall rebuilt using these stones.  The height of the wall would remain the same.  They have responded to the consultants review, and this handout was given to the Board.  They used flood maps from FEMA to find the edge of the flood plain.  This was reviewed by the Board.  

B. Faneuf stated the haybales line wouldn’t work because of it being in the water.  He reviewed his site visit report.

The Public Hearing was opened at 7:35pm.  J. Smith read the hearing notice as it appeared in the Millbury Sutton Chronicle.
The project consists of installation of well within the buffer zone.

        Mark Briggs stepped down from the Conservation Board
        M. Briggs explained about his shallow 35’ deep well.  He stated in the process of lowering the lake to take care of the weeds, he feels he will not have any water.  All the neighbor’s wells, have been located and are shown on the plans, along with the hay bales.  The trench, shown on the plans, would not go to the lake, and is 81’ from the cesspool.   The Board of Health approved this plan on October 14, 2008, upon receipt of the wet stamped plans from Andrews Survey.  

The Commission was satisfied with the review and voted to issue the Determination.

The project consists of the applicant proposing to raze and rebuild an existing two bedroom SFH with attached garage, install a new well and upgrade and existing sewage disposal system within the 100’ BZ to a BVW.

The continuation was opened at 7:50pm.  M. Briggs read the hearing notice as it appeared in the Millbury Sutton Chronicle.
The project consists of demolition of existing residence, and construction of a proposed commercial retail facility and associated parking, landscaping, stormwater controls, and utilities.

        C. King reviewed the submitted package of the location of the existing 11 trees to be removed. The landscape plans show what will be replanted according to the notes on the plans.  He explained the alternate analysis of how they came up with this design.  The project is 500’ upgradient from Woodburyville pond.  Any water would go into a swale along the driveway, and possibly into the pond.  All runoff would be contained on site due to the porous pavers.  The plans show the physical truck wash entrance and trucks would exit the same way.  A handout was given to the Board on the porous pavement to be used on the driveway areas on site.  

M. Briggs would like to see something, possibly markers to indicate the edges of the berm on the East bound side of Boston Road, as a warning to drivers so no one drives into the side or plows do not drive off the roadway into the swale.  Mr. Briggs is concerned with the blacktop at the entrance and exit driveway with the water coming off the site and onto Boston Road.  Something needs to be done at the bottom of the slope also.  He suggested a narrow grated catch basin at the end of the driveway so nothing leaves the site.

J. Sheehan suggested letting Graves Engineering review this storm water runoff issue, and get back to the Commission with their review.

A site visit would be done for 32 Butternut Drive for the shed location.
